Umm the WHOLE point of the song is anti war. the Euro theater refers to the European theater of opeations where most likely any conflict between the Soviet Union and the US would have played out. I was stationed in Germany from 83 to 85 and the Europeans were keenly aware then that world political strife would be devatstating to them. Alot of 80s songs reference the two superpowers struggling for supremacy and how many non aligned or innocent people would suffer.
